Incorporating the 'ABN BAS Pty Ltd' Total Solution Program for Bookkeepers:

This nationally accredited qualification has been developed for Bookkeepers by Bookkeepers. The Bookkeeping Institute of Australia has written the first ever training course for this qualification and was the first training institute in Australia to deliver the qualification in October 2007. The course has already been has been proven in the field with over 1,200 students undertaking BIA Certificate courses.

The Bookkeeping Institute of Australia is the only Registered Training Organisation in Australia providing a Total Solution Program for Bookkeepers to become BAS Agents under the Tax Agent Services Act 2009.

Under the legislation, which commenced on 1 March 2010, bookkeepers must be registered BAS Agents, or working under the supervision and control of a BAS Agent or Tax Agent, in order to provide BAS agent services for a fee or to "engage in other conduct connected with providing such services."

In order to register, a bookkeeper must hold a Certificate IV in Bookkeeping, or higher, and have undertaken at least 1,400 hours (reducible to 1,000 if you join the Institute of Certified Bookkeepers once you have passed your Cert IV) of relevant experience, working under the direction of a BAS Agent or Tax Agent, in the previous 3 years. Employed work for your own or another business will not necessarily count.

Just obtaining your Cert IV is not enough! If you want to start a contact bookkeeping business you must be able to gain the relevant experience.

The Bookkeeping Institute of Australia will not only enable you to obtain the nationally recognised FNS40210 Certificate IV in Bookkeeping but through our strategic partnership with the Australian Bookkeepers Network, Australia's leading bookkeeping association, and their BAS Agent company ABN BAS Pty Ltd  you will also be able to gain the relevant experience you need and to start operating a contract bookkeeping business whenever you feel you are ready.

This is achieved simply by your lodging your clients BAS returns legally through ABN BAS Pty Ltd and at the same time logging time against your 1,000 of experience required to become a BAS Agent.

That's right, while working with ABN BAS Pty Ltd, you will be gaining your 1,000 hours for registration as a BAS Agent in your own right.

With ABN BAS Pty Ltd, it is not necessary for you to relinquish control of your client to a competing bookkeeping firm. Instead, ABN BAS Pty Ltd – as a BAS Agent in its own right – can review and lodge the BAS for your client.

This enables you to retain the control of the client relationship and pay a per-BAS lodgement fee to ABN BAS Pty Ltd, which you can either on-charge or mark-up to your client.

Under the ABN BAS Pty Ltd model, the client’s reliance in the legal sense rests with ABN BAS Pty Ltd as the lodging party. This means that you, as the underlying bookkeeper, are no longer providing a “BAS Service” and therefore do not need to register as a BAS Agent. Importantly, however, it means that you can continue to facilitate BAS services for your clients.

BI-575: FNS40210 Certificate IV in Bookkeeping

The course can be started at any time by distance learning (see estimated distance timetable), that is by correspondence, including PowerPoint slides, study and accounting guides, textbooks and assessments using Microsoft Word and MYOB, or taken in the classroom (see Bookkeeping classroom timetable).

The classroom course includes 14 days of lectures and self-paced MYOB courses. The assessments, together with homework and textbook study, are completed at your own pace in your own time, between classes or after the classroom delivery has finished. It is estimated that a further 30-35 days will be required to complete the course.

The distance course is completed at your own pace in your own time. You can finish it as quickly as you like, or take the full 12 months.

Competence is demonstrated by both multiple assignments in Microsoft Excel and MYOB, together with short answer theory questions using Microsoft Word. The assessments are part of the learning process. They are open book and are designed to encourage you to research the answers and learn in the process.

The successful completion of the open book assignments are designed to test the students ability to complete monthly and quarterly accounts, including bank reconciliations, payroll and BAS returns.


The Certificate III & IV Units

The Bookkeeping Institute of Australia has carefully chosen the 19 units in this qualification to ensure that our graduates are competent to be employed or contracted in a bookkeeping role, or to operate a business as a BAS Agent.

Included in the delivery of this qualification are all of the modules in our 4 day BI-640 MYOB Accounting Plus with Payroll, GST & BAS and our 2 day BI-560 Introduction to Bookkeeping and Accounting courses.

The 19 units have been carefully grouped into 6 groups and 8 sections in order to avoid the duplications often found in individual unit assessments. That means that you only have to complete 8 assessments in order to qualify for all 19 units.

All of these 19 units are nationally recognised and will form part of a pathway towards the FNS50210 Diploma of Accounting and the BIA Diploma of Bookkeeping.

The Methodology

In the past introductory accounting concepts and principles have been taught using a manual accounting system approach. The Bookkeeping Institute of Australia has adopted the view that it is more important for students to learn to operate a computer program such as Microsoft Excel or a computerised accounting system such as MYOB to perform these activities. Consequently in addition to 6 days of lectures, students will receive 3 days of extensive self-paced training in MYOB, 3 days of QuickBooks self-paced training and an optional 1 day of Excel self-paced training before starting on the assessments.

The assessments themselves are largely based on a fictitious sporting business called Wayne Cooper Gym Repairs. By using this scenario we are able to simulate a workplace environment in the classroom and your home.


How does Distance Learning work?

It is quite simple really. After you have enroled with BIA and accepted our letter of offer we will ship to you all of the textbooks, study and accounting guides that you will need together with the MYOB Student Edition DVD and a CD containing all of the PowerPoint lecture and tutorial slides, Assessments and reference material.

You first will need to read our "Getting Started Guide" which will tell you what is contained in your package and our recommendations of what to do in what sequence.

Then you open up your first lecture in PowerPoint. This lecture will point you to which chapters in which book you should study and when. After finishing the lecture you will be advised to complete the 1st Assessment on your CD. Each of the 10 lectures follows much the same format.

Day 6—7: MYOB Self-paced course: Ready to go with MYOB - Days 1 & 2

On this course you will learn how to create a new company file in MYOB; deal with more complex invoicing matters; enter customer and supplier details into MYOB's card file; export MYOB data to Microsoft Excel 2003; make purchases from suppliers; make sales to customers; modify a chart of accounts to suit specific business needs; pay for purchases that have been made from suppliers; perform a bank reconciliation; perform end of month operations in MYOB; produce a variety of business related reports; record customer payments; set up a petty cash operation in MYOB; setup inventory for a new company file; track and monitor your credit cards; verify, backup, & restore MYOB data files & write cheques to make payments

On this course you will learn how to setup MYOB Accounting Plus for payroll; add employee payroll details in MYOB; conduct a pay run; create and track employee entitlements; pay employees electronically; display payroll information and generate reports; finalise the end of a pay year

Day 13: Lecture #9 – Activity Statements 

Incorporating Researching and documenting Statutory, legislative and regulatory requirements relating to Activity Statements; Identifying Lodgment schedule requirements; Recognising GST implications and coding transactions; Reporting on payroll and other amounts withheld, pay as you go (PAYG) installments and taxes & Completing, reconciling and lodging the Activity Statement

Dennis has 47 years accounting and IT experience, with over 20 years experience with GST. Prior to coming to Australia Dennis held the position of Financial Controller with a Software Developer for 5 years after owning his own PC dealership for 10 years. He has held a variety of accounting and IT management roles over the last 47 years, including time with major international companies.

Dennis is also a registered BAS Agent, holds a 2007 BCom Accounting degree from the Griffith University of Brisbane, is a member of the Institute of Professional Accountants and a Fellow of the Institute of Certified Bookkeepers. He is a Certificate IV qualified trainer, MYOB Certified Consultant, MYOB Accredited Trainer, QuickBooks Professional Partner, member of the NZ Computer Society and an Associate Member of the NZ Institute of Management. He is well qualified to run this course.


Where to take a class

You can take this course at our South Brisbane campus which is at 1407 Logan Road in Mt. Gravatt Central, ideally situated for both Brisbane CBD and Gold Coast students. There is plenty of free parking in the streets surrounding us.

Our courses are not only available at our Brisbane campus, but are being taken via distance learning by students in Perth, Melbourne, Sydney, Adelaide, Darwin, Townsville, Cairns, Hobart and across Australia.

You have up to 12 months (which can be extended to 18 months on request) from the start date of the course to complete your assessments.
